The Senate voted 56-43 on Sept. 23 to reject a joint resolution (S.J. Res. 30)—which had slim chances of becoming law—seeking to revoke a National Mediation Board rule dealing with the board's representation election procedures for airline and railroad workers. The resolution of disapproval, offered by Sen. Johnny Isakson (R-Ga.), received the support of 40 Republican senators and three Democratic senators—Sen. Blanche Lincoln (D-Ark.), Sen. Mark Pryor (D-Ark.), and Sen. Ben Nelson (D-Neb.). Sen. Lisa Murkowski (R-Alaska) did not vote.

A Department of Energy Inspector General report finds that Energy Efficiency and Conservation Block Grant recipients have spent only 8.4 percent of the $3.2 billion authorized for the program. The delays was reported to have been due to administrative support for the program – until May 2010, only two DOE employees were working on the program. Part of the blame, from the Inspector Generals’ Report, falls on Department personnel not being accustomed to implementing Davis Bacon provisions to individual projects.
