A Department of Energy Inspector General report finds that Energy Efficiency and Conservation Block Grant recipients have spent only 8.4 percent of the $3.2 billion authorized for the program. The delays was reported to have been due to administrative support for the program – until May 2010, only two DOE employees were working on the program. Part of the blame, from the Inspector Generals’ Report, falls on Department personnel not being accustomed to implementing Davis Bacon provisions to individual projects.

President Obama signed the unemployment insurance extension bill that had been blocked by Republican Senators protesting the termination of tax breaks for the top 2 percent. The legislation will get jobless benefits flowing once again to more than 2.5 million long-term jobless workers who were cut off due to GOP filibusters.

Every major construction project at the Port of Los Angeles soon will be built under a master Project Labor Agreement. The master agreement, which will be part of the packet whenever the port seeks bids on a big contract, is expected to be drafted and sent back to the harbor commission for final approval as soon as the end of summer.
